That depends on the browser you are using and if you are using a branded toolbar (Yahoo, Google etc.)
In firefox I know the popup blocker setting is at Tools>Options>Content, where you could disable or add the site as an exception.
In my Internet explorer (old version) the setting is at Tools>Popup blocker-again you can disable or add the site as an exception.
It might help to tell us what web browser you’re using. Internet Explorer? Firefox? Safari?
